4. BORROWING PRIVILEGES
4.1 Borrowing Privileges - General
4.1.1 The University Library shall make borrowing privileges available to all members of the University Community and to individuals residing in Southern Alberta.
4.1.2 The assignment of borrowing privileges is based on the need to access resources and services and the relevance of that need to the academic mandate of the University. Details of these borrowing privileges are outlined in
Schedule 1. 4.1.3 In cases of conflict, the academic needs of the University Community take priority.
a) Individuals must be registered with the University of Lethbridge in order to obtain borrowing privileges.
b) Requirements for Registration:
(i) Proof of association with the University and/or valid personal identification must be provided.
(ii) Before a previously registered borrower may re-register in the same or another category, all overdue items must be returned and all outstanding accounts cleared.
4.1.5 It is the responsibility of the card holder to report a lost or stolen card, a change of address, or a change in borrower status to circulation staff.
4.1.6 A registration fee may be charged for borrowing privileges.
4.1.7 The University Library reserves the right to limit the number of items borrowed.
4.1.8 Individuals are responsible for all materials borrowed in their names.
4.1.9 Individuals are responsible for the return of materials by the due date/time specified at the time of borrowing.
4.1.10 Individuals owing more than $10.00 in library charges shall not be allowed further borrowing privileges.
4.2 Borrowing Privileges - Extended Library Services
4.2.1 Individuals entitled to make application for Extended Library Services, as provided for in
Schedule 1, may have their application granted on the following basis:
a) enrollment in or delivery of a University of Lethbridge course where 75% or more of the course places the individual at an off-campus location greater than 90 kilometres outside the city limits of Lethbridge, or
b) enrollment in or delivery of a University of Lethbridge Collaborative Program with another educational institution that places the individual at an off-campus location greater than 90 kilometres outside the city limits.
4.2.2 Extended Library Services are designed to accommodate members of the University Community who have a requirement for delivery of library resources and services at a distance.
4.2.3 Individuals may receive Extended Library Services upon application to the University Library.
4.2.4 For Extended Library Services, loan periods may vary from those specified in this policy to accommodate the time required for the delivery and return of loaned materials.
4.2.5 Extended Library Services are time-limited and, while in effect, supersede all other borrowing privileges.
4.2.6 Costs of delivery for Extended Library Services may be borne by the Faculty, School or organization offering programs requiring such services.
4.2.7 Costs of returning materials to the University Library may be borne by the borrower.
4.3 Borrowing Privileges - Reciprocal
4.3.1 The University of Lethbridge may enter into agreements involving reciprocal borrowing arrangements with other institutions. Details of these agreements are available upon request from the Office of the University Librarian.
4.4 Borrowing Privileges - Contractual
4.4.1The University of Lethbridge may enter into contractual agreements for the provision of library services to other agencies. Details of these agreements are available upon request from the Office of the University Librarian.
5. Privacy of Records
All circulation records are subject to The University of Lethbridge policies on privacy and confidentiality, and to relevant provincial and federal legislation. No information regarding items on loan, or loaned in the past shall be made available to any person or agency other than the borrower, except:
a) with the borrower's written permission.
b) in response to a court order.
[NOTE: The University Library does NOT retain information about past loans once circulation transactions are complete.]
